Asbestos

The Environmental Protection Agency has guidelines for schools to use in identifying asbestos within buildings. The Institute of Environmental Assessment has designed a system for determining relative risks and suggesting appropriate safety responses. 

Friable and non-friable asbestos-containing materials will be maintained in good condition and appropriate precautions will be followed when the material is disturbed for any reason.  If there is a need to replace asbestos, it will be replaced with nonasbestos-containing materials.  Each school building will maintain a copy of the asbestos management plan.
 
The school district will annually notify, appoint and train appropriate employees as necessary.

Bullying and Harassment

Harassment, bullying and abuse are violations of school district policies, rules and regulations and, in some cases, may also be a violation of criminal or other laws. The school district has the authority to report students violating this rule to law enforcement officials.

Corporal Punishment, Restraint, and Physical Confinement and Detention

State law forbids school employees from using corporal punishment against any student. Certain actions by school employees are not considered corporal punishment. Additionally, school employees may use “reasonable and necessary force, not designed or intended to cause pain” to do certain things, such as prevent harm to persons or property.

State law also places limits school employees’ abilities to restrain or confine and detain any student. The law limits why, how, where, and for how long a school employee may restrain or confine and detain a child. If a child is restrained or confined and detained, the school must maintain documentation and must provide certain types of notice to the child’s parent.

Dental Screening

Beginning in 2008, Iowa law requires that children entering kindergarten, ninth grade and out-of-state transfer students receive a screening for dental disease. Proof of the dental screening must be documented on specific forms available from your school nurse.

No child will be prevented from attending school without proof of dental screening. If families have difficulty meeting the requirements, IDPH and local public health will provide assistance to children and schools to ensure that the necessary dental screenings are obtained. IDPH encourages parents of children entering kindergarten or ninth grade to contact their health provider to check their child’s records and make appointments for check-ups if necessary. FERPA & Student Records Access

The Family Educational Rights and Privacy Act (FERPA) specifies rights related to educational records. This Act gives the parent or guardian the right to:

• inspect and review his/her child’s educational records

• make copies of these records

• receive a list of the individuals having access to the child's records

• ask for an explanation of any item in the records

• ask for an amendment to any report on the grounds that it is inaccurate, misleading, or violates the child’s rights

• have a hearing on the issue if the school refuses to make the amendment

Homeless Education Rights

Each State educational agency shall ensure that each child of a homeless individual and each homeless youth has equal access to the same free, appropriate public education as provided to other children and youths.

Human Growth and Development Instruction

In 1988, as a response to national concern about serious health issues in our society and their impact on school children, the Iowa State Legislature passed the Human Growth and Development Act which mandated school districts to develop K-12 Human Growth and Development curriculum. Iowa Code 279.5 requires all Iowa school districts to provide instruction in human growth and development. The law requires the following topics be addressed in some appropriate manner and that a representative committee in each district be responsible for recommending the extent and depth of each topic.

Immunization Policies

OABCIG School District new students and kindergarten students must submit a certificate of immunization against diphtheria, pertussis, tetanus, poliomyelitis, rubeola, rubella, and other immunizations required by law.  The student may be admitted conditionally to the attendance center if the student has not yet completed the immunization process, but is in the process of doing so.  Failure to meet the immunization requirement will be grounds for suspension, expulsion or denial of admission.  Upon recommendation of the Iowa Department of Education and Iowa Department of Public Health, students entering the district may for the first time be required to pass a TB test prior to admission.  The district may conduct TB tests of current students.
 
Exemptions from the immunization requirement will be allowed only for medical or religious reasons recognized under the law.  The student must provide a valid Iowa State Department of Health Certificate of Immunization Exemption to be exempt from the policy.

Lead Screening

In 2008, a new law requires documentation that children entering kindergarten have had a blood test to determine lead levels. Please ask your doctor if your child has been tested for lead poisoning in the past, and if they have not, please have the test done. The test should be covered by most insurance companies but if not, contact Horn Memorial Hospital and the County Health Department.

Level One Investigator - Abuse of Students by School Employees

Recent legislation has specific guidelines pertaining to what will be considered acts of physical or sexual abuse by school employees, including inappropriate as well as intentional sexual behavior towards students. All such activities are clearly in violation of the policies of the OABCIG Community School District.

If the complaint is found to be without grounds, the Level I investigator can cause the complaint to be dropped. If legal action is required, or the incident comes under the auspices of the Department of Human Services, then the appropriate agency is notified. The investigator may also refer the case to the Level II investigator, as can another person if they disagree with the Level I findings.

Open Enrollment Information

Open enrollment is the cost-free option by which parents/guardians residing in an Iowa district may enroll their children into another Iowa school district under the terms and conditions of Iowa Code section 282.18 and the administrative rules of the Iowa Department of Education, 281 Iowa Administrative Code Chapter 17.

Physicals

All students entering preschool and kindergarten must have a current physical along with the state required immunizations. All students entering 9th grade are required to have a physical. Additionally, students in grades 7-12 are required to have an athletic physical prior to participating in extra-curricular sports. Junior high age students often require immunization boosters, so please check with your doctor.

All kindergartners entering school must have the Varicella (chickenpox) immunization or documented history of having the disease. If your child has had the chickenpox, then the vaccine is not needed. However, the year they had the disease will need to be placed in the space for the Varicella on the immunization form.

School Fee Waiver Policy
 

If your children are eligible for free or reduced-price school meals, you may also be eligible for other benefits.  One of these benefits is the reduction of school fees such as book rent, music fees and driver’s education fees.  By signing the “STATEMENT FOR WAIVER OF CONFIDENTIALITY TO REDUCE SCHOOL FEES” you will be releasing information that will show that you applied for free or reduced-price school meals for your children in order to waive the above listed school fees only.  You do not have to complete the waiver to get free or reduced-price school meals for your children.  You do have to sign the waiver if you wish to have book rent, music fees and/or driver’s education fees reduced or waived.

School Lockers

Lockers assigned to students attending OABCIG Community School District are the property of the school district.  Students shall use the lockers assigned to them by the school district for storing their school materials and personal belongings necessary for attendance at school.  It shall be the responsibility of the students to keep their assigned lockers clean and undamaged.
 
To ensure students are properly maintaining their assigned locker, the principal of the building may periodically inspect all or a random selection of lockers.  Either students or another individual will be present during the inspection of lockers.  Student lockers may also be searched, at any time without advance notice, in conjunction with OA and BCIG Board Policies regulating search and seizure.

Student-Athletes Health and Safety

All OABCIG students grades 7 through 12 desiring to participate in athletic activities in the school district shall present the “Athletic Pre-Participation Physical Examination” certificate signed by a licensed physician, osteopathic physician, osteopath, advanced registered nurse practitioner (ARNP), physician’s assistant or qualified doctor of chiropractic, to the effect that the student has been examined and may safely engage in athletic competition.
 
Additionally, all OABCIG students grades 7 through 12 desiring to participate in athletic activities in the school district, along with their parent or guardian, must read the “Fact Sheet – Heads Up: Concussions in School Sports” and sign the acknowledgement page prior to beginning athletic practices or competitions.
 
Finally, the “Health and Injury Information Sheet and Consent for Medical Treatment” form must be completed and signed by the athlete’s parent/guardian prior to beginning any athletic practices or competitions.
 
NOTE TO ALL STUDENT ATHLETES:  DO NOT SHOW UP TO PRACTICE WITHOUT ALL THREE (3) OF THESE DOCUMENTS COMPLETED, SIGNED AND TURNED IN TO THE OFFICE OF YOUR BUILDING OF ATTENDANCE OR YOUR COACH.  The health and safety of our student athletes are of utmost importance to the Coaches, Sponsors and Administration of the OABCIG Community School District.

Student Discipline

Breach of discipline is any conduct of students which interferes with the maintenance of school decorum. Acts of behavior which conflict with or disrupt the educational program or which are antagonistic to the welfare of other students and school personnel cannot be tolerated. Insubordination and other misbehavior are incompatible with good citizenship and educational programs.

Parents and guardians of students in the OABCIG Community School District have the right to learn about the following qualifications of their child’s teachers:

1. state licensure requirements for the grade level and content areas taught

2. current licensing status and baccalaureate/graduate certification/degree

Tobacco Free & Smoking, Drinking, Drug Use Policies

In an effort to provide a healthy, safe and productive environment in which to work and learn, the following board policies have been adopted:

School district facilities and grounds, including school vehicles, are off limits for tobacco use.  This requirement extends to students, employees and visitors.  This policy applies at all times, including school-sponsored and nonschool-sponsored events.  Persons failing to abide by this request are required to dispose of the tobacco product or leave the school district premises immediately.  It is the responsibility of the administration to enforce this policy. 

Employees of the district are prohibited from the possession, use, or distribution of illegal drugs while on duty.
